Do Finland passport holders need a visa to visit VE?

No visa needed. As an EU citizen, a Finnish ordinary passport holder can enter Venezuela visa-free for up to 90 days for tourism, extendable once for a further 90 days. Finland is an EU member state, and Venezuela grants visa-free entry to ordinary passport holders of all EU member states for tourism for up to 90 days, extendable once for the same period at the immigration authority (SAIME) inside the country. No visa, eVisa, or visa-on-arrival is required for a short tourist visit. On arrival you receive an entry stamp; the airline and immigration may ask to see an onward/return ticket, a hotel reservation or local address, and evidence of sufficient funds. Your passport should be valid for at least six months beyond the date of entry and have blank pages. Venezuela is NOT part of the Schengen area, so the EU Schengen 90/180 rule and ETIAS do not apply to entry into Venezuela (ETIAS affects the reverse direction, when Venezuelans travel to the EU). A yellow fever vaccination certificate is only required if arriving from or transiting (more than 12 hours) a country with risk of yellow fever transmission, such as Brazil; it is not required for direct arrival from Finland, though vaccination is recommended for travel to certain regions. Note that several governments maintain elevated travel advisories for Venezuela due to security and infrastructure conditions, which does not change the visa-free status but is worth factoring into trip planning.
