Do Finland passport holders need a visa to visit UY?

No visa required. Finnish ordinary passport holders can enter Uruguay visa-free for tourism for up to 90 days, extendable for a further 90 days. Finland is on Uruguay's visa-exemption list (all EU member states are exempt), so holders of an ordinary Finnish passport do not need a visa for a short tourist visit.
