Finnish ordinary passport holders can travel to Timor-Leste visa-free for tourism, staying up to 90 days within any 180-day period. No visa or fee is required on arrival. As an EU member state, Finland is on Timor-Leste's visa-exemption list. The exemption flows from a mutual short-stay visa-waiver framework between Timor-Leste and the European Union/Schengen states. Finnish citizens holding an ordinary passport may enter Timor-Leste without any visa for tourism or short visits, staying up to 90 days within any 180-day period (a 90/180 rolling allowance). The Immigration Service of Timor-Leste (Serviço de Migração) explicitly lists Finland among the exempt EU/Schengen nationalities. No visa application, eVisa, or visa-on-arrival sticker is needed, and there is no entry fee for exempt nationals. (The USD 30 visa-on-arrival applies only to non-exempt nationalities.) On arrival, travelers must still meet standard entry conditions: a passport valid for at least six months with a blank page, a completed disembarkation/embarkation card, evidence of sufficient funds (minimum USD 100 per entry plus USD 50 per day), and ideally a confirmed onward or return ticket. The 90-day stay may be extended by a further 90 days in exceptional, justified circumstances by applying to the Immigration Service before expiry. Note Timor-Leste is not in the Schengen area and ETIAS does not apply to travel into Timor-Leste; ETIAS is a European requirement that will instead affect Timorese travelers heading to Europe.
