Finnish ordinary passport holders need a visa for Somalia, obtained as a mandatory eVisa (eTAS) applied for online before travel. There is no visa-free or general visa-on-arrival channel for Finland. Somalia is not visa-free for Finnish citizens, and routine visa-on-arrival is no longer available to European travelers at federal airports such as Mogadishu (Aden Adde International). Since the eVisa/eTAS system became mandatory on 1 September 2025, all foreign visitors (with only a few exempt nationalities and a short list of African visa-on-arrival countries) must obtain an electronic visa before departure via the official Immigration and Citizenship Agency portal (evisa.gov.so / etas.gov.so). A Finnish tourist applies online, uploads a passport valid at least 6 months with a clear photo/selfie, and for non-Somali nationals must also secure a Letter of Guarantee (Warqad Dammaanad) from an approved sponsor organization in Somalia. The standard single-entry tourist eVisa carries a government fee of about USD 65, permits a stay of up to 30 days, has roughly a 90-day window to enter from issuance, and is typically processed in 3-10 business days. Travelers should be aware that the Finnish Ministry for Foreign Affairs strongly advises against all travel to Somalia for security reasons, and that the autonomous region of Somaliland (entry via Hargeisa/Egal International Airport) operates a separate visa regime not covered by the federal eVisa.
