Do Finland passport holders need a visa to visit RW?

Finnish passport holders need a visa for Rwanda, but it is easy to get: Rwanda grants visa on arrival to all nationalities, and you can also apply online in advance via the Irembo eVisa portal. The standard 30-day single-entry tourist visa costs USD 50. Finland is an ordinary EU/Schengen passport that is NOT on any of Rwanda's visa-exemption categories (it is not a member of the African Union, the Commonwealth, La Francophonie, or the East African Community, and it is not on Rwanda's special 90-day visa-free list). A Finnish citizen therefore needs a visa to enter Rwanda. However, since 1 January 2018 Rwanda applies a universal visa-on-arrival policy: citizens of all countries may obtain a visa upon arrival without prior application at Kigali International Airport and at land borders. The applicable category for tourism is the V1 "Holiday" visa, costing USD 50 for single entry (valid for a 30-day stay) or USD 70 for a multiple-entry visa (valid 90 days). The same visa can be obtained in advance online through the official Irembo e-government portal (irembo.gov.rw), which is the recommended route as it avoids queues and confirms eligibility before travel; the eVisa is normally approved within a few business days and delivered as a printable PDF. Passports must be valid for at least six months and have a blank page. Rwanda is in East Africa and is NOT part of the Schengen area, so the Schengen 90/180 rule and ETIAS do not apply. Travelers visiting neighbouring countries may also consider the East Africa Tourist Visa (USD 100, multiple entry, valid for Rwanda, Kenya and Uganda).
