Finnish passport holders need a visa for Russia, but qualify for the unified electronic visa (e-visa): single entry, up to 30 days, applied online for about USD 52. Important: the Finland-Russia land border has been closed since December 2023 and remains shut through at least 2026, so Finns must enter by air via a third country, and Finland's MFA advises against all travel to Russia. Russia is not in the Schengen area, so the Schengen 90/180 rule and ETIAS do not apply. Finland is on Russia's list of e-visa-eligible countries (one of ~64), so a Finnish ordinary passport holder can obtain a Russian unified e-visa for tourism rather than going through a full consular visa. The e-visa is single entry, valid 120 days from issue, and permits a stay of up to 30 days; the consular fee is about USD 52 and applications are filed entirely online at the official portal evisa.kdmid.ru with a digital photo and mandatory Russia-valid medical insurance, with no invitation letter required. Processing typically takes 4 days (apply no earlier than 86 days and no later than 4 days before travel). The critical practical caveat is that the entire Finland-Russia land border (all eight road crossings) has been closed by Finnish government decree since 15 December 2023 and the closure has been repeatedly extended through 2026, so e-visa holders cannot drive or take a passenger train directly from Finland into Russia. Travel must be by air, routed through a third country (Russian airspace is closed to EU carriers, so flights connect via hubs such as Istanbul, Dubai or Belgrade), entering Russia at a designated international airport (e.g. Moscow Sheremetyevo, St. Petersburg Pulkovo, Sochi). Finland's Ministry for Foreign Affairs strongly advises against all travel to Russia given the security situation and limited consular assistance. For stays over 30 days, multiple entries, or work/study, a regular consular visa is required.
