No. As an EU citizen, a Finnish ordinary passport holder needs no visa to visit Romania and can stay indefinitely under EU freedom-of-movement rules. Finland and Romania are both European Union member states, so a Finnish ordinary passport holder enjoys full EU freedom of movement when traveling to Romania. No visa is required for tourism or any short visit, and entry is also possible using a valid Finnish national identity card instead of a passport. Romanian border police carry out only a minimal identity check and do not stamp EU documents. The Schengen 90/180-day short-stay rule and ETIAS do NOT apply to EU citizens; that rule is only for visa-exempt third-country (non-EU) nationals. Romania became a full Schengen member on 1 January 2025 (air/sea borders since 31 March 2024, land borders from 1 January 2025), but this has no practical effect on a Finnish citizen, who already had unrestricted access.
