Do Finland passport holders need a visa to visit PY?

No visa required. Finnish ordinary passport holders can enter Paraguay visa-free for tourism for up to 90 days. Finland is on Paraguay's visa-exemption list (bilateral exemption in force since 28 October 1992, reinforced by Finland's EU membership). An ordinary Finnish passport holder may enter Paraguay for tourism or short visits without a visa and stay up to 90 days, which can be extended once for a further 90 days at the Dirección General de Migraciones in Asunción.
