Finnish citizens do not need a visa for Puerto Rico, but they must obtain an approved ESTA before travel. Puerto Rico is a U.S. territory, so the same U.S. entry rules apply as for the mainland. Finland is a Visa Waiver Program country, allowing tourist stays of up to 90 days with a valid ESTA. Puerto Rico is an unincorporated territory of the United States, and U.S. federal immigration law applies there exactly as on the mainland. There is no separate "Puerto Rico visa." Finland is one of the 40+ countries in the U.S. Visa Waiver Program (VWP), so Finnish ordinary passport holders may visit Puerto Rico for tourism, business, or transit for up to 90 days without a traditional B-2 visitor visa. However, they must hold an approved Electronic System for Travel Authorization (ESTA) before boarding their flight or cruise. ESTA must be applied for online via the official CBP site and is normally approved within minutes to 72 hours; it remains valid for two years or until the passport expires, whichever comes first, and covers multiple entries. As of January 2026 the ESTA fee is USD 40.27. Travelers must carry an e-passport (electronic chip passport) valid for the duration of stay, hold a return or onward ticket, and arrive by an approved (signatory) air or sea carrier. Final admission and length of stay are always at the discretion of the U.S. Customs and Border Protection officer on arrival. Note: Puerto Rico is NOT in the Schengen Area; the Schengen 90/180 rule and ETIAS are irrelevant here.
