Important practical conditions apply: Libya does not generally permit independent tourism, so applicants typically need a local sponsor or a registered Libyan tour operator to support the application and host the visit. Travelers must also hold a passport valid for at least six months with at least two blank pages, and must carry the equivalent of 1,000 Libyan dinars or more in cash on arrival to demonstrate sufficient funds. Crucially, this verdict addresses entry formalities only: Finland's Ministry for Foreign Affairs and most EU governments advise against all travel to Libya owing to armed conflict, terrorism, kidnapping, and crime risks. Travelers should treat the eVisa as the entry mechanism while recognizing that the destination carries a severe security warning.
