Finnish passport holders need a visa for Liberia. The practical channel is the Electronic Visa on Arrival (eVOA): apply online before travel, then receive the visa stamp on arrival at Roberts International Airport (Monrovia). Liberia is not in Schengen. Finland is not on Liberia's visa-exemption list (which covers ECOWAS states plus a few West African neighbors), so a Finnish ordinary passport holder requires a visa for a short tourist stay. Since Liberia launched its Electronic Visa on Arrival (eVOA) platform on 11 March 2025, travelers pre-apply online at the official Liberia Immigration Service portal (visaonarrival.lis.gov.lr) and receive an approval (PDF/QR code) by email, then have the physical visa issued on arrival at Roberts International Airport. The portal notes that nationals of countries hosting a Liberian embassy should instead apply at that embassy; Finland has no resident Liberian embassy (it is accredited via the Liberian Embassy in Berlin, Germany), so Finnish travelers can use the eVOA system. The fee is USD 102.50, processing is typically instant to about 3 business days (apply at least 7 days before travel), the approval is valid for entry within 3 months, and the immigration officer grants 30 or 90 days of stay at the border. A yellow fever vaccination certificate is required for entry, and the passport must be valid for at least six months. Liberia is not in the Schengen area, so the 90/180 Schengen rule and ETIAS do not apply. Where sources conflict on whether to use the embassy or the online portal, the conservative reading is that the eVOA is the current primary online channel for Finnish tourists, but an embassy/consular visa via Berlin remains an alternative.
