Spanish citizens do not need a visa for Puerto Rico, but because Puerto Rico is a U.S. territory under U.S. immigration law, they must obtain an approved ESTA (Electronic System for Travel Authorization) under the Visa Waiver Program before boarding. Stays are limited to 90 days for tourism. Puerto Rico is an unincorporated territory of the United States, so entry is governed by U.S. federal immigration rules, not by any separate Puerto Rican visa regime. Spain is a designated Visa Waiver Program (VWP) country, which means Spanish ordinary passport holders do not need a B-2 tourist visa for short visits of 90 days or less. Instead, they must apply online for an ESTA (Electronic System for Travel Authorization) and receive approval before boarding a U.S.-bound air or sea carrier. ESTA is an electronic travel authorization (not a visa), generally valid for two years or until the passport expires, whichever comes first, and allows multiple entries with each stay capped at 90 days. The total ESTA fee rose to USD 40.00 effective September 30, 2025. To remain VWP-eligible the traveler must hold an electronic (e-passport) chip passport and must not have certain disqualifying travel history (e.g., presence in Cuba on or after January 12, 2021, or in Iran, Iraq, North Korea, Sudan, Syria, Libya, Somalia or Yemen on or after March 1, 2011), which would force a regular visitor visa instead. Apply only through the official site esta.cbp.dhs.gov; third-party sites charge extra. Schengen/ETIAS rules are not relevant here since Puerto Rico is U.S. territory, not Schengen.
