Puerto Rico is an unincorporated territory of the United States, so entry is governed by U.S. federal immigration rules, not by any separate Puerto Rican visa regime. To remain VWP-eligible the traveler must hold an electronic (e-passport) chip passport and must not have certain disqualifying travel history (e.g., presence in Cuba on or after January 12, 2021, or in Iran, Iraq, North Korea, Sudan, Syria, Libya, Somalia or Yemen on or after March 1, 2011), which would force a regular visitor visa instead.
