Yes, a visa is required. Palestine (the West Bank and Gaza) has no independent visa system — all entry is controlled by Israel. Egyptian ordinary-passport holders are not visa-exempt for Israel and are not eligible for the Israeli ETA-IL, so they must obtain an Israeli tourist (B/2) visa from an Israeli diplomatic mission before travelling. The only visa-free concession for Egyptians (a 14-day Sinai/Taba arrangement limited to the Eilat-to-Beersheba area) does not permit entry to the West Bank. There is no such thing as a stand-alone "Palestine visa" for a short tourist visit. Under the visa policy of Palestine, no visa conditions are imposed on foreign nationals beyond those imposed by Israel, because access to the West Bank is controlled by the Government of Israel (and Gaza by Hamas, with crossings largely closed). A traveler therefore enters "Palestine" by clearing Israeli immigration and receiving an Israeli entry permit (a separate paper slip — Israel no longer stamps passports). For most Western nationalities this is now an online ETA-IL, but Egypt is a visa-required nationality for Israel and is NOT on the ETA-IL eligible list. The single visa-free concession Egyptians enjoy — a 14-day stay when entering via the Taba crossing and travelling only as far north as Beersheba/the Eilat region — does not extend to the West Bank. Consequently, an Egyptian ordinary-passport holder wishing to tour the West Bank (Bethlehem, Ramallah, Jericho, etc.) must apply in advance for an Israeli B/2 visitor visa at an Israeli embassy or consulate, and may be subject to additional security screening. Gaza is effectively inaccessible to tourists: the Erez and Rafah crossings are closed or require special permits. Given the absence of any confirmed no-visa channel into the West Bank for Egyptian nationals, the conservative and correct verdict is visa-required.
