Yes, a visa is required. Palestine (the West Bank and Gaza) has no independent visa system — all entry is controlled by Israel. Egyptian ordinary-passport holders are not visa-exempt for Israel and are not eligible for the Israeli ETA-IL, so they must obtain an Israeli tourist (B/2) visa from an Israeli diplomatic mission before travelling. The only visa-free concession for Egyptians (a 14-day Sinai/Taba arrangement limited to the Eilat-to-Beersheba area) does not permit entry to the West Bank.
