Do Germany passport holders need a visa to visit TN?

No visa required. German ordinary passport holders may enter Tunisia visa-free for tourism and stay up to 4 months per visit. German citizens holding an ordinary passport do NOT need a visa to visit Tunisia for tourism, private visits, or business. Tunisia grants Germany an especially generous visa-free allowance of up to 4 months (120 days) per visit — longer than the 3-month exemption applied to most other nationalities. Entry is granted on arrival at the port of entry; there is no application, fee, or e-visa to obtain in advance. At some airports Tunisian border authorities issue an entry document called the "Carte de visiteur non-résident", which must be kept and shown again on departure. The passport must be valid for at least 6 months at the time of entry. Travelers should be ready to show a return/onward ticket and proof of accommodation, as border officials occasionally request these (refusals have occurred for sea arrivals lacking a hotel booking or return ticket). Tunisia is NOT in the Schengen area, so the Schengen 90/180 rule and ETIAS do not apply to this route. If the 4-month limit is exceeded, an overstay penalty of 20 TND per 5-day period is charged on departure (paid via fiscal stamps), and departure is blocked until it is settled. Note: German-Tunisian dual nationals are treated solely as Tunisian citizens and must identify themselves with a Tunisian passport.
