German passport holders need a visa for Rwanda but can get one on arrival. A V1 single-entry tourist visa is issued at Kigali International Airport and land borders to all nationalities without prior application, costs USD 50, and is valid for 30 days. However, since 1 January 2018 Rwanda grants visa on arrival to citizens of all countries without prior application, so German tourists are guaranteed entry on payment of the visa fee. Germany is not a member of the African Union, Commonwealth, La Francophonie, or East African Community, so the fee is not waived. Travelers who prefer certainty can apply online in advance through the official Irembo eVisa platform (or a Rwandan diplomatic mission) for the same fee. Required at entry: a passport valid for at least six months, proof of onward/return travel, and a yellow fever vaccination certificate if arriving from or transiting an endemic country. The verdict is recorded as visa-on-arrival because that channel is universally available and requires no advance steps, with the eVisa offered as a recommended alternative for convenience.
