Do Germany passport holders need a visa to visit RO?

No. German citizens do not need a visa to enter Romania. As a German (EU) national you have freedom of movement and may enter, stay, work, and live in Romania for any length of time using only a valid passport or German national ID card. Germany and Romania are both European Union member states, so German citizens enjoy full EU freedom-of-movement rights when traveling to Romania. No visa is required for tourism, business, study, work, or residence, and there is no time limit on a stay (the Schengen 90/180 short-stay rule applies only to non-EU/EEA nationals, not to EU citizens). Romania became a full Schengen member on 1 January 2025, when checks at its internal land borders with Hungary and Bulgaria were removed; air and sea border checks had already been lifted in March 2024. For travel, a German citizen may use either a valid passport or a valid German national identity card (Personalausweis). The upcoming ETIAS travel authorisation and the EES (Entry/Exit System) apply only to non-EU visa-exempt travellers and do NOT apply to German or any other EU citizens. Stays in Romania longer than 90 days only require a simple registration with the local immigration authority (certificate of registration), not a visa or residence permit application of the third-country type.
