Do Germany passport holders need a visa to visit NC?

No visa required. German (EU) passport holders enter New Caledonia visa-free for tourism. New Caledonia is a French overseas collectivity, not part of the Schengen Area, so ETIAS does not apply. New Caledonia (Nouvelle-Caledonie) is a French overseas collectivity (collectivite sui generis) in the South Pacific. Although part of the French Republic, it is NOT in the European Union's Schengen Area and operates its own entry regime; a Schengen short-stay visa is not valid there and vice versa. As nationals of an EU member state, German ordinary passport holders are visa-exempt and may enter and reside without a visa. For standard tourism the relevant short-stay framework is up to 3 months within any 6-month period (mirroring the broader Overseas-France short-stay rule), but EU/EEA nationals are not subject to the third-country tourist cap and may stay longer for non-work purposes under EU free-movement-style arrangements applied to the territory.
