Do Germany passport holders need a visa to visit ME?

German ordinary passport holders do NOT need a visa for Montenegro. You may enter visa-free for tourism and stay up to 90 days within any 180-day period. Just bring a valid passport, proof of accommodation, and an onward/return ticket. Montenegro grants German citizens visa-free entry for short stays. As an EU member state on Montenegro's visa-exemption list, Germany's ordinary passport holders can enter for tourism, business, family visits, or transit without any visa or prior authorization, for up to 90 days in a rolling 180-day period. Montenegro is NOT part of the Schengen Area or the EU (it is an EU candidate country), so time spent in Montenegro does not count against your Schengen 90/180 allowance, and a Schengen visa is not required. Montenegro operates its own separate 90/180 short-stay rule that mirrors Schengen mechanics. There is no eVisa, ETA, or visa-on-arrival process to complete for Germans, and the EU's ETIAS system does not apply to travel into Montenegro (ETIAS only affects non-EU nationals entering the Schengen Area). At the border you should be able to show a passport valid for at least three months beyond your planned departure, proof of accommodation, an onward or return ticket, and sufficient funds if asked. Travelers not staying in a hotel or registered tourist accommodation must register their stay with the local police within 24 hours of arrival; hotels and licensed hosts handle this automatically. The visa-free stay is for tourism and similar short visits only; paid work requires the appropriate permit. This verdict is confirmed against the official Government of Montenegro entry-requirements pages and Montenegro's visa policy framework, which aligns with EU rules.
