German passport holders need a visa for Libya. An official eVisa (launched March 2024) is available at evisa.gov.ly, but it requires backing from a licensed Libyan tour operator or local sponsor; independent tourism is not permitted. A German Foreign Office travel warning is in effect for all of Libya. A Germany ordinary passport holder cannot enter Libya without a visa. Libya is not a Schengen country and has no visa waiver with Germany; only Algerian and Tunisian nationals are visa-exempt. Since 21 March 2024 Libya operates an official eVisa portal (evisa.gov.ly) offering a tourist eVisa, typically around USD 63, valid for entry within 90 days and allowing a single entry with a stay of up to 30 days. Crucially, Libya does not issue tourist visas to independent individual travelers: every applicant must be sponsored by a licensed Libyan tour operator or a local host/company, and tours are generally arranged for small groups. Applications can also be lodged through the Libyan Embassy in Berlin. The German Federal Foreign Office (Auswaertiges Amt) maintains a formal travel warning (Reisewarnung) advising against all travel to Libya and urging German nationals to leave; the German Embassy in Tripoli is closed to the public and cannot provide on-site consular assistance. Travel insurance and evacuation cover are strongly advised, and the security situation can change rapidly. Travelers should confirm current requirements directly with the eVisa portal or the Libyan Embassy before booking, as conditions and fees may change.
