No. German citizens need no visa to visit Lithuania. Both are EU and Schengen members, so Germans travel under EU freedom of movement using a valid German passport or national ID card. Germany and Lithuania are both members of the European Union and the Schengen Area. As an EU citizen, a German ordinary passport holder enjoys the right of free movement under EU Directive 2004/38/EC and may enter, travel and reside in Lithuania for up to three months with no visa, no registration and no entry fee. Travel is permitted with either a valid German passport or a German national identity card (Personalausweis); both are accepted as travel documents. Because internal Schengen borders normally have no systematic checks, you usually will not be asked for documents at the border, but you must still carry a valid passport or ID card at all times, as Lithuanian police may carry out spot identity checks. The Schengen 90/180 short-stay rule and the upcoming ETIAS travel authorisation do NOT apply to EU citizens such as Germans; ETIAS is only for visa-exempt non-EU nationals. If you intend to stay longer than three months (e.g. to work, study or settle), you must register your residence with the Lithuanian Migration Department, but for tourism and short visits no formalities are required.
