German passport holders need a visa before traveling to Liberia. Because Liberia maintains an embassy in Germany (Berlin), Germans must apply for a paper visa at that embassy and are NOT eligible for Liberia's electronic visa-on-arrival portal, which is reserved for nationals of countries without a Liberian diplomatic mission. A German (DE) ordinary passport holder requires a visa to enter Liberia (LR) for tourism. Liberia is not in the Schengen area and has no visa-waiver agreement with Germany; visa-free entry applies only to ECOWAS member states and a small group of others. In March 2025 Liberia launched an electronic Visa-on-Arrival (e-VOA) system via visaonarrival.lis.gov.lr, but its rules explicitly exclude travelers from countries that host a Liberian embassy. Since Liberia operates an embassy in Berlin, German citizens must apply in advance at that embassy for a tourist visa, submitting a passport valid at least six months, photos, an application form, and proof of onward travel and accommodation, and paying the consular fee. Standard embassy processing is roughly 5-7 working days (express 2-3 days). A yellow fever vaccination certificate is mandatory for entry. Tourist visas are typically single-entry, valid for travel within 90 days of issue and permitting a short stay (commonly up to 90 days). Because Germans cannot use the cheaper online VOA channel, the embassy route is the correct and only compliant option for a German tourist.
