Do Germany passport holders need a visa to visit EE?

No visa needed. German citizens have full EU freedom-of-movement rights and can enter Estonia for tourism with just a valid passport or national ID card, with no time limit on short visits. Both Germany and Estonia are members of the European Union and the Schengen Area. As an EU citizen, a German ordinary passport holder enjoys the right of free movement and does not need any visa, eVisa, ETIAS authorization, or pre-arrival permit to travel to Estonia for tourism or any short visit. Travelers only need to carry a valid travel document - either a German passport or a German national ID card (Personalausweis) - when crossing borders. The Schengen 90/180-day short-stay limit and the upcoming ETIAS scheme both apply to non-EU/EEA travelers, NOT to EU citizens such as Germans, who may stay in Estonia without any fixed short-stay cap (stays beyond 3 months simply require a registration of residence, not a visa).
