Yes, a Chinese ordinary passport holder needs a visa. Palestine has no independent visa system; access to the West Bank is fully controlled by Israel, and Chinese citizens must obtain an Israeli B/2 tourist visa in advance from the Israeli Embassy/consulate in China. Gaza is effectively closed to tourists. Palestine (the West Bank and Gaza) does not issue its own tourist visas.
