Do UAE passport holders need a visa to visit SA?
No visa needed. As a citizen of a Gulf Cooperation Council (GCC) state, a UAE ordinary passport holder enters Saudi Arabia visa-free under the GCC freedom-of-movement agreement and may use a valid UAE passport or Emirates ID. UAE nationals are GCC citizens, and all six GCC member states (Saudi Arabia, UAE, Bahrain, Kuwait, Oman, Qatar) grant each other's citizens full freedom of movement. A UAE ordinary passport holder therefore needs no visa, eVisa, or visa-on-arrival to enter Saudi Arabia for tourism, family visits, business, shopping, medical care, or Umrah. Entry is permitted using either a valid UAE passport or a valid Emirates ID (national ID card); no advance application, fee, or sponsor is required, and an entry stamp is issued at the border. The stay is for visit/tourism purposes only and does not authorize paid employment, which still requires a proper work visa arranged through an employer. This visa exemption is based strictly on nationality (GCC citizenship), not residency: foreign nationals merely residing in the UAE do not qualify and must obtain a Saudi visa or the GCC-resident eVisa based on their own passport. The exemption is long-standing and was not altered by Saudi Arabia's tourist-eVisa or GCC-resident-eVisa programs introduced in recent years.
