UAE ordinary passport holders do NOT need a visa for short tourist stays in Luxembourg. They may enter the Schengen Area visa-free for up to 90 days in any 180-day period under the EU-UAE visa waiver agreement. No ETIAS is required yet (it launches Q4 2026 and becomes mandatory around April 2027), but the EES biometric border system is already operational. Luxembourg is a member of the Schengen Area, and the United Arab Emirates concluded a short-stay visa waiver agreement with the European Union that was signed and provisionally applied from 6 May 2015. Under this agreement, holders of valid ordinary (as well as diplomatic and service) UAE passports may enter Luxembourg and the wider Schengen Area without a visa for a maximum of 90 days within any rolling 180-day period, for tourism, family visits, or business meetings (paid employment is excluded). This is confirmed directly by the Embassy of Luxembourg in Abu Dhabi, which states that UAE nationals do not need a Schengen visa for stays not exceeding 90 days. Travelers must carry a passport issued within the previous 10 years, valid for at least 3 months beyond the planned departure date from the Schengen Area, with at least two blank pages. Two EU border-management systems are relevant in 2026: the Entry/Exit System (EES), which became fully operational on 10 April 2026 and records travelers' biometric data (facial image and fingerprints) at the external border on each entry/exit; and ETIAS, the European Travel Information and Authorisation System, a EUR 20 online pre-travel authorization that UAE nationals (as visa-exempt travelers) will eventually need. ETIAS is scheduled to launch in the last quarter of 2026 and is expected to become mandatory only around April 2027, so as of 18 June 2026 it is NOT yet required. Until ETIAS enforcement begins, no advance online authorization is necessary, and the stay remains genuinely visa-free.
