UAE ordinary passport holders need entry authorization for Djibouti. UAE MoFA lists normal passports as eligible for Electronic Visa or Visa On Arrival; applying through the official eVisa portal before travel remains the recommended route. Djibouti is not visa-free for UAE ordinary passport holders. UAE MoFA's Djibouti travel page lists every UAE passport category, including Normal passports, as eligible for Electronic Visa or Visa On Arrival. For the most predictable airline and border process, use the Republic of Djibouti official eVisa platform before travel and carry the approval printout if you apply online. Visa on arrival is also listed by UAE MoFA for normal passports, and the U.S. Department of State reports that visitors can apply for visas on arrival with a USD 23 fee. Travelers should carry a passport valid for at least six months, two blank passport pages, onward or return travel, accommodation details, sufficient funds, and a yellow fever certificate if arriving from a yellow-fever-risk country. The previous wording that visa on arrival was restricted to diplomatic, official and service passports is not supported by the current UAE MoFA page.
