Andorran ordinary passport holders need a visa for Timor-Leste, but it is issued on arrival (VOA) at Dili airport or seaport for USD 30, granting a 30-day single-entry tourist stay. Timor-Leste grants a 90-day visa-free entry only to EU member states (except Ireland) plus Iceland, Liechtenstein, Norway and Switzerland. Andorra is NOT an EU member and is NOT party to any visa-waiver agreement with Timor-Leste, so Andorran ordinary passport holders do not qualify for visa-free entry. However, Timor-Leste operates a Visa on Arrival (VOA) scheme open to virtually all nationalities not covered by a waiver. An Andorran traveler arriving by air at Presidente Nicolau Lobato International Airport (Dili) or by sea at Dili Sea Port can obtain a Tourist Visa on arrival on payment of USD 30, valid for a single entry and a 30-day stay. Extensions cost USD 35 for up to 30 days or USD 75 for between 30 and 60 days, and a Class I tourist visa may only be extended up to a total cumulative stay of 90 days. The traveler must hold a passport valid for at least 6 months with a blank page, a completed arrival/disembarkation card, evidence of sufficient funds, accommodation and an onward/return ticket. Official Timor-Leste immigration guidance defines sufficient funds as US$100 for each entry plus US$50 for each expected day of stay. Note: land-border arrivals (from Indonesian West Timor) require a Visa Application Authorization obtained in advance and are not part of the standard VOA channel, so air/sea entry is strongly recommended. Timor-Leste is in Southeast Asia and is NOT in the Schengen area, so Schengen 90/180 and ETIAS rules do not apply. No general eVisa system is in operation as of the verification date.
