No visa needed. Andorran ordinary passport holders can visit Romania visa-free for up to 90 days in any 180-day Schengen period. Romania is fully in Schengen, including land borders, and Andorrans are exempt from both ETIAS and EES registration. Andorra is not an EU or Schengen member, but its nationals are listed as visa-exempt for Schengen short stays. Romania is now fully part of the Schengen area: air and sea internal border controls ended on 31 March 2024, and land border controls with and between Bulgaria and Romania were lifted from 1 January 2025. An Andorran ordinary passport holder can therefore enter Romania for tourism or another short visit without a visa for up to 90 days in any rolling 180-day period, counted across the whole Schengen area rather than Romania alone. The passport should meet the Schengen entry-document rule: issued within the previous 10 years and valid at least 3 months after the intended departure from Romania/the Schengen area. Andorran nationals are exempt from ETIAS under the ETIAS Regulation, so the ETIAS launch expected in the last quarter of 2026 does not create an authorization requirement for them. They are also exempt from the Entry/Exit System (EES), which is fully operational from 10 April 2026, so they should not be registered in EES even at an external Schengen border. Travelers should still meet standard Schengen entry conditions, including purpose of trip, sufficient funds, and return or onward arrangements.
