Andorran ordinary passport holders do not need a visa, but since 1 January 2025 they must obtain an approved Israeli Electronic Travel Authorization (ETA-IL) before travel. Israel controls all entry to the Palestinian territories (West Bank and Gaza), so there is no separate Palestinian visa — the ETA-IL governs the visit. There is no independent Palestinian immigration channel for tourists. Israel controls every entry point to the West Bank and Gaza (Ben Gurion Airport, the Allenby/King Hussein Bridge from Jordan, and other land crossings), so the rules that apply to an Andorran (AD) ordinary passport holder are Israel's entry rules. Andorra is on Israel's list of visa-exempt countries, granting up to a 3-month visitor permit. However, as of 1 January 2025 all visa-exempt nationals — including Andorrans — must hold an approved ETA-IL (Electronic Travel Authorization) before boarding. The ETA-IL costs NIS 25, is valid for two years (or until passport expiry), and permits stays of up to 90 days per entry. The passport must be valid for at least 90 days beyond the arrival date. To reach West Bank cities (Bethlehem, Ramallah, Jericho, Hebron), travelers cross from Israel; officials issue a paper entry slip rather than a passport stamp. Some travelers entering via the Allenby Bridge receive a "Palestinian Authority only" notation. Independent tourist entry to Gaza is not possible. Because sources are consistent and entry is fully Israeli-controlled, the practical verdict for a short tourist visit is ETA (visa-free entry conditioned on a pre-approved ETA-IL).
