Andorra is a Visa Waiver Program country, so an Andorran ordinary e-passport holder does NOT need a visa for Puerto Rico (a U.S. territory). You must obtain an approved ESTA (Electronic System for Travel Authorization) before travel for tourist stays of up to 90 days. Puerto Rico is an unincorporated U.S. territory and applies U.S. federal immigration law identically to the mainland United States. Andorra has participated in the U.S. Visa Waiver Program (VWP) since 1991, so Andorran citizens holding a valid biometric (electronic) ordinary passport do not require a B-1/B-2 visa for short tourism or business visits. Instead, they must apply online for an ESTA (Electronic System for Travel Authorization) and receive approval before boarding. An approved ESTA permits stays of up to 90 days per entry and is valid for two years (or until passport expiry, whichever is first). CBP began assessing the HR-1 ESTA fee increase on 30 September 2025, and the FY2026 inflation-adjusted ESTA fee is USD 40.27. Travel for work, study, or stays longer than 90 days requires a separate U.S. visa rather than ESTA. There is no separate Puerto Rico entry process; the same CBP/ESTA framework applies because flights from outside the U.S. clear U.S. immigration.
