Montenegro's Ministry of Foreign Affairs lists Andorra among countries whose nationals may enter, transit and remain in Montenegro for up to 90 days with a valid travel document and no visa, and refusal rules confirm the 180-day lookback after first entry. Montenegro is an EU candidate country and uses the euro unilaterally, but it is NOT part of the Schengen Area, so ETIAS does not apply to a Montenegro trip and Montenegro days are counted separately from Schengen days. Andorran nationals can also enter on a valid national ID card for stays of up to 30 days, but a passport is recommended for the full 90-day allowance. No visa fee, no advance application and no eVisa or ETA are required. Travelers must carry a passport issued within the last 10 years and valid at least three months after the planned departure from Montenegro, plus proof of accommodation, return/onward travel and sufficient funds if requested. Montenegro has been aligning its visa policy with the EU ahead of accession, but Andorra's visa-free status is unaffected.
