Andorran ordinary passport holders need a visa to enter Eritrea for tourism. There is no visa-free entry, eVisa, or visa-on-arrival for Andorrans, so the visa must be obtained in advance at an Eritrean embassy or consulate before travel. Eritrea operates one of the most restrictive visa regimes in the world. Only Kenya and Uganda enjoy visa-free access, and only Ethiopia and Sudan are eligible for visa-on-arrival; every other nationality, including Andorra, must obtain a pre-arranged visa from an Eritrean diplomatic mission before departure. Andorra has no Eritrean embassy, so Andorrans typically apply through an accredited Eritrean mission abroad (for example the Embassy of Eritrea covering their region in Europe, or by mailing documents to a designated consulate). The tourist visa is applied for via the embassy's Consular Affairs Processing System (CAPS): the applicant completes the online form, pays the fee, and mails the original passport. The visa is valid for three months from the date of issue and generally permits a stay of about one month, extendable at the Immigration office in Asmara. Processing takes a minimum of about 15 business days, so travelers should apply well ahead of their trip. Note that Andorra is not in the EU or the Schengen Area, so ETIAS does not apply to this route. Travelers should also budget time and money for a separate internal Travel Permit, which foreigners need to leave the capital Asmara, and carry a yellow fever certificate if arriving from a country with risk of transmission. Because Eritrea provides no no-visa channel for Andorrans, the conservative and accurate verdict is visa-required.
