Taiwan ordinary passport holders do not need a visa for a short tourist visit to New Zealand, but must obtain an NZeTA (electronic travel authority) and pay the IVL before travelling. Stay up to 3 months. Taiwan is on New Zealand's visa-waiver list, provided the traveller is a permanent resident of Taiwan and holds a Taiwan passport showing a personal identity number on the bio-data page. Visa-waiver travellers cannot simply board, however: since 1 October 2019 they must request a New Zealand Electronic Travel Authority (NZeTA) before departure and pay the International Visitor Conservation and Tourism Levy (IVL) at the same time. On arrival, a Visa Waiver Visitor Visa is granted for stays of up to 3 months (maximum 6 months in any 12-month period). The NZeTA is valid for 2 years and allows multiple entries. Travellers must also have a passport valid for at least 3 months beyond the planned departure date, an onward/return ticket, and sufficient funds (NZD 1,000 per month, or NZD 400 per month if accommodation is prepaid). A New Zealand Traveller Declaration (NZTD) is completed before arrival. Because an electronic authority is mandatory before travel, the best single verdict is ETA rather than pure visa-free.
