Turkey ordinary passport holders need a visa to enter Turkmenistan for tourism. There is no visa-free or simple eVisa channel as of 2026; you must first obtain a Letter of Invitation (LOI) from a licensed Turkmen tour operator, approved by the State Migration Service, then apply at the Turkmenistan Embassy in Ankara or Consulate in Istanbul. Turkmenistan maintains one of the world's most restrictive visa regimes, requiring nearly all foreign nationals to hold a visa. Turkey ordinary (regular) passport holders are no exception and must obtain a tourist visa before travel. (Only Turkish diplomatic, official and service passport holders enjoy a 30-day visa waiver.) The core requirement is a Letter of Invitation (LOI) arranged by a tour operator licensed in Turkmenistan and certified by the State Migration Service; this LOI is then used to apply for the visa at the Turkmenistan Embassy in Ankara or the Consulate General in Istanbul. A visa-on-arrival channel exists in principle (10 days, extendable 10 more) but only with prior Ministry of Foreign Affairs approval tied to an LOI, so it is not a walk-up option. Note major reform underway: in April 2025 Turkmenistan amended its Migration Law and the President signed a decree to introduce an electronic visa system and abolish the LOI requirement, but as of mid-2026 the e-visa platform has no confirmed launch date and implementing decrees on fees, categories and duration remain pending. Until then, the LOI-based process is the only reliable route. Travelers should also note that restricted border zones (e.g. Dashoguz, Serakhs, Serhetabat, Hazar, Kerki) require additional permits.
