Thailand ordinary passport holders need a visa. Palestine has no independent visa system: entry to the West Bank is controlled by Israel, so a Thai traveler must first obtain an Israeli B/2 tourist visa from an Israeli mission before traveling. Gaza is effectively closed to tourists. The "State of Palestine" does not operate its own immigration or visa system. Access to the West Bank is controlled by the Government of Israel, and access to Gaza is controlled by Hamas (and effectively closed to ordinary tourists). In practice this means a foreign visitor to the West Bank enters through Israeli-controlled border points (Ben Gurion Airport near Tel Aviv, or the Allenby/King Hussein Bridge from Jordan) and is subject entirely to Israel's visa policy. Israel granted visa-free entry only to nationals of a defined list of countries, who since 1 January 2025 must obtain an ETA-IL travel authorization. Thailand is NOT on that visa-exempt/ETA-IL list. Therefore an ordinary Thai passport holder must apply in advance for a regular Israeli entry visa (B/2 tourist visa) at an Israeli diplomatic mission, typically the Embassy of Israel in Bangkok. There is no visa-on-arrival and no eVisa channel for Thai ordinary passport holders. Because the whole trip is gated by a pre-arranged Israeli visa with no visa-free or on-arrival option, the correct verdict for a short tourist visit is visa-required. Palestine is not part of the Schengen area, so Schengen 90/180 and ETIAS rules do not apply.
