Saudi Arabia to Timor-Leste visa requirements

Saudi Arabia ordinary passport holders can obtain a visa on arrival (VOA) in Timor-Leste, granted at Presidente Nicolau Lobato International Airport in Dili or the Dili Sea Port for a US$30 fee, allowing a 30-day single-entry tourist stay. Timor-Leste (East Timor) is not in the Schengen area and operates its own visa regime. Saudi Arabia is not on Timor-Leste's visa-exempt list (which covers only EU/EFTA states, Indonesia, and a short list of ASEAN/lusophone partners). Saudi citizens therefore travel under the visa-on-arrival channel: a Class I tourist visa issued at the airport or seaport in Dili for US$30, valid for a single entry and a stay of up to 30 days, extendable once in-country for a further 30 days (US$40 extension fee). To qualify, travelers must hold a passport valid at least 6 months with two blank pages, and present proof of funds, an onward/return ticket, and accommodation. IMPORTANT: VOA is only granted when arriving by air at Dili airport or by sea at Dili Sea Port. Travelers entering overland (e.g. from Indonesian West Timor) must first obtain a pre-approved Visa Application Authorization from the Immigration Service before arriving at a land border. There is no eVisa or ETA scheme. Bring US$30 in cash, as ATM/exchange facilities at the entry point may be unavailable.

Common refusal reasons

by frequency
/01
Saudi Arabia is not visa-exempt for Timor-Leste
Timor-Leste's visa waiver covers only EU/EFTA states and a short list of partners (Indonesia, several ASEAN states, Cape Verde). Saudi Arabia is not included, so a visa is needed.
High
/02
Visa on arrival is the standard channel
Non-exempt nationals, including Saudi citizens, may obtain the visa directly on arrival at Dili airport or seaport, making VOA the normal route for tourists.
High
/03
Entry point determines the process
VOA applies only to air and sea arrivals at Dili; land border crossings require advance authorization.
Medium
/04
No eVisa or ETA system exists
Timor-Leste does not operate an electronic visa or travel authorization, so there is no online pre-application for tourists arriving by air/sea.
Medium
/05
Documentary conditions must be met
Travelers must show funds, accommodation, and an onward ticket; failure to satisfy these can lead to refusal at the counter.
