Saudi Arabia to Palestinian Territory visa requirements

A Saudi Arabia ordinary passport holder cannot enter Palestine on a simple visa-free basis. Palestine imposes no visa of its own, but all entry to the West Bank is controlled by Israel and entry to Gaza by Hamas. Israel is the de facto gatekeeper, Saudi Arabia is not on Israel's visa-exempt/ETA-IL list, and Saudi Arabia and Israel have no diplomatic relations or Israeli mission to issue a visa, so prior Israeli authorization is required and is very difficult to obtain in practice. Palestine (the West Bank and Gaza) has no independent immigration or visa system. Entry is governed entirely by the visa policy of Israel for the West Bank (via Ben Gurion Airport, the Allenby/King Hussein Bridge from Jordan, and other Israeli-controlled crossings) and by Hamas plus Israel/Egypt for Gaza. Because Saudi Arabia is not among the roughly 99 visa-exempt countries/territories eligible for Israel's Electronic Travel Authorization (ETA-IL, mandatory since 1 January 2025), a Saudi ordinary passport holder is treated as a visa-national and must obtain a national entry visa from an Israeli diplomatic mission before travel. Saudi Arabia and Israel maintain no diplomatic relations, there is no Israeli embassy or consulate in Saudi Arabia, and Israel exercises full discretion at the border. In May 2025 Israel even blocked a high-profile Saudi-led ministerial delegation from visiting the West Bank, underscoring that Israeli approval is mandatory and routinely withheld for Saudi nationals. Practical entry for an ordinary Saudi tourist is therefore exceptional and would require a visa arranged through a third-country Israeli mission, an invitation/coordination, and acceptance of extensive Israeli security screening, with refusal possible without explanation. Travelers should default to assuming a visa is required and entry is not guaranteed.
