Note one historical nuance: some legal-service aggregators still list Saudi Arabia under a "restricted/authorized visa" category; however, Panama's current published visa policy classifies Saudi Arabia as visa-exempt for 90 days, and this is corroborated by multiple independent visa-requirement references.
