Saudi Arabia to Mexico visa requirements

Yes, Saudi Arabia ordinary passport holders need a visa to visit Mexico for tourism. There is no visa-free, eVisa, or visa-on-arrival channel for Saudi nationals, and they are not eligible for Mexico's SAE electronic authorization. The visa must be obtained in advance from a Mexican consulate. Important exception: if you already hold a valid US, Canadian, UK, Japanese, or Schengen visa (or permanent residence in any of those), you may enter Mexico visa-free for up to 180 days. A Saudi Arabia (SA) ordinary passport is not on Mexico's visa-exempt list and Saudi nationals do not qualify for Mexico's SAE electronic travel authorization (which covers only a small set of nationalities such as Brazil, Russia, Turkiye and Ukraine). Accordingly, the default requirement is a consular visitor visa applied for in person at a Mexican embassy or consulate before travel. Mexico does, however, operate a broad third-country exemption: any foreign national, regardless of nationality, who holds a valid US (B1/B2 or other valid visa), Canadian, Japanese, UK, or Schengen visa, or is a permanent resident of those jurisdictions (plus Chile, Colombia, Peru), may enter Mexico for tourism, business or transit without a Mexican visa for up to 180 days. A Saudi traveler who already has, for example, a valid US B1/B2 visa can therefore skip the consular visa entirely. Without such a third-country visa, the traveler must obtain a Mexican visitor visa (sin permiso para realizar actividades remuneradas) by booking a consular appointment, submitting the application form, passport, photo, financial proof and travel documents, and paying the consular fee. Mexico is not in the Schengen area, so no Schengen 90/180 rule or ETIAS applies to entry into Mexico itself.
