Yes, a visa is required. Saudi Arabia ordinary passport holders must obtain a Schengen Type C short-stay visa before traveling to Luxembourg for tourism. As of 30 May 2026, the EU-Saudi visa-free waiver is still under negotiation and not in force, so a visa remains mandatory. ETIAS does not apply because it is only for visa-exempt nationalities. Luxembourg is part of the Schengen Area.
