Saudi Arabia to Israel visa requirements

A Saudi Arabia ordinary passport holder needs a visa to enter Israel. There is no visa-free, visa-on-arrival, or ETA-IL channel: Saudi Arabia is not on Israel's electronic travel authorization eligibility list, and the two countries have no diplomatic relations. Saudi Arabia and Israel have never established diplomatic relations, and Saudi Arabia is treated as a designated "enemy state" under Israeli law, so there is no Israeli embassy or consulate inside Saudi Arabia. Saudi ordinary passport holders are NOT included in Israel's visa-waiver/ETA-IL program (the electronic travel authorization that launched on 1 January 2025 covers roughly 100 visa-exempt nationalities, none of which is Saudi Arabia). As a result, a Saudi national cannot obtain an eTA, eVisa, or visa on arrival. Anyone able to travel must obtain a pre-approved entry visa, applied for in person at an Israeli mission in a third country that has relations with Israel (most commonly the Israeli embassy/consulate in Amman, Jordan), with the application coordinated with and confirmed by the Israeli Ministry of Foreign Affairs and Interior Ministry. Approval is discretionary, security-screened, and far from guaranteed, and there is no routine "tourist" pathway. Israel is NOT part of the Schengen area, so the Schengen 90/180 rule and ETIAS do not apply to this route. Travelers should also weigh practical consequences: although Israel no longer stamps passports (it issues a separate paper entry card), evidence of an Israeli visit can complicate future travel to some Arab/Muslim-majority states. Given the absence of any confirmed visa-free or simplified channel and the conflicting/ambiguous third-party sources, the conservative and accurate verdict is visa-required.
