Yes. Saudi Arabia ordinary passport holders need a Schengen visa to visit Czechia for tourism. Czechia is in the Schengen Area and Saudi nationals are not on the visa-exempt list, so you must apply for a short-stay (Type C) Schengen visa before travel, normally through VFS Global on behalf of the Czech Embassy in Riyadh. ETIAS does NOT apply to you because it is only for visa-exempt nationalities. Czechia (the Czech Republic) is a full member of the Schengen Area.
