Yes, a visa is required. A Saudi Arabia ordinary passport holder cannot enter Argentina visa-free and must obtain a consular tourist visa in advance from the Argentine Embassy in Riyadh. Argentina's AVE electronic travel authorization is an alternative ONLY for travelers who already hold a valid US visa (B2/B1/etc.) or ESTA; it is not available to the general Saudi ordinary-passport holder.
