Russian ordinary passport holders do NOT need a visa for short tourist visits to Qatar. Russia sits in Qatar's most generous visa-waiver tier (the same 90-day group as EU states, the UK is in the 30-day group, the USA, Brazil and Turkey). Note that some commercial guides cite a 30-day initial stay extendable by 30 days; the Qatar Ministry of Interior policy, as reflected in IATA-referenced summaries, lists Russia specifically in the 90-day/180-day category, so 90 days is the controlling figure. Qatar is not in the Schengen area and the Schengen 90/180 rule and ETIAS do not apply.
