Russian Federation to Portugal visa requirements

Russian ordinary passport holders need a Schengen short-stay (Type C) visa to visit Portugal for tourism. There is no visa-free, eVisa, or visa-on-arrival option, and Russia is not eligible for ETIAS. Portugal is part of the Schengen Area, and Russian ordinary passport holders are not visa-exempt. To visit for tourism they must obtain a Schengen short-stay (Type C) visa before travel, applied for through Portugal's external service provider BLS International in Russia. Since the EU-Russia Visa Facilitation Agreement was suspended on 12 September 2022, the general Visa Code rules apply: the fee is EUR 90, processing is longer (typically 15-45 days), and additional documentary evidence is required. On 7 November 2025 the European Commission further tightened rules so that Russian nationals generally no longer receive multiple-entry visas and must apply separately for each trip (single-entry), with only narrow exceptions. A valid Schengen visa permits stays of up to 90 days within any 180-day period. ETIAS does not apply to Russian nationals because it is only for visa-exempt countries; Russians continue to need a full Schengen visa.
