Russian ordinary passport holders need a Schengen visa for Norway — and as of 29 May 2024, Norway refuses visitor (tourist) visas to Russian citizens for tourism and other non-essential travel. A short tourist trip is effectively not possible. Norway is a full member of the Schengen Area, so Russian (RU) ordinary passport holders require a Schengen Category C short-stay (visitor) visa to enter; they are not visa-exempt and ETIAS does not apply to them. Critically, since 29 May 2024 the Norwegian government refuses visitor visas to Russian citizens travelling for tourism or other non-essential purposes, and refuses entry at the external Schengen border to Russians coming for tourism even on visas issued by other Schengen states. Visitor visas remain available only for narrow categories (visiting close family — parents, spouse/cohabitant, children — resident in Norway/Schengen; work or study not requiring a residence permit; maintenance of a holiday property bought before 29 May 2024; transit; Svalbard travel; humanitarian, diplomatic or strong-welfare cases). Norway's EU/Schengen visa facilitation agreement with Russia has been suspended since 22 September 2022, so Russian applicants pay the full standard Schengen visa fee of EUR 90, face longer processing and stricter documentation, and — following the European Commission's 7 November 2025 tightening — are generally issued single-entry visas only, requiring a fresh application for each trip. The standard short-stay rule, if a visa is granted, is the Schengen 90 days within any 180-day period. For a genuine tourist visit, the practical answer is that no visa is obtainable; conservatively this route is classified as visa-required with tourism effectively unavailable.
