Russian Federation to Mexico visa requirements

Russian ordinary-passport holders can fly to Mexico for tourism without a traditional visa by obtaining a free Electronic Authorization (SAE) online before departure. It is single-entry, valid 30 days from issue, and grants a stay of up to 180 days. The SAE applies to air travel only. Mexico is not a Schengen country, so the EU 90/180 rule and ETIAS do not apply. Russia is on Mexico's visa-required list, but since 2021 Mexico runs the Sistema de Autorización Electrónica (SAE) for citizens of Russia, Ukraine and Turkey, which lets them travel by air without going to a Mexican embassy for a paper visa. The SAE is requested on the official INM portal, is free of charge, and is granted for a single entry valid for 30 days from issuance; on arrival the immigration officer authorizes a stay of up to 180 days for tourism, business or transit. Key limits: the SAE is only valid for air arrivals on participating airlines — entry by land or sea still requires a traditional consular visa. The passport must be valid at least 6 months. Travelers who already hold a valid (physically stamped) visa or permanent residence for the USA, Canada, Japan, the United Kingdom or any Schengen country can enter Mexico without the SAE. Approval is normally near-instant to a few hours; the SAE does not guarantee admission, which remains at the discretion of the immigration officer at the port of entry.
