Russian Federation to Luxembourg visa requirements

Russian ordinary passport holders need a Schengen short-stay (type C) visa to visit Luxembourg for tourism. There is no visa-free, eVisa, visa-on-arrival or ETIAS channel. ETIAS does not apply to Russian nationals because they are already visa-required. Luxembourg is a full member of the Schengen Area, and Russia is on the EU list of countries whose nationals must hold a visa to cross Schengen external borders. A Russian ordinary passport holder traveling for tourism must therefore obtain a Schengen uniform short-stay (type C) visa before departure. The EU's visa facilitation agreement with Russia is fully suspended, so Russian applicants pay the standard EUR 90 fee (rather than the old reduced EUR 35), face longer processing, and since a Commission implementing decision that took effect on 7 November 2025, generally receive single-entry visas only, with multiple-entry visas reserved for narrow categories (close relatives of EU-resident Russians, professional drivers, and reliable individuals such as journalists and rights defenders). The EU does not impose a blanket ban: most member states, including Luxembourg, continue to issue tourist visas to ordinary Russian applicants. Applications for Luxembourg are lodged at the Consular Section of the Embassy of Luxembourg in Moscow (no VFS/TLS center). The visa allows stays of up to 90 days within any 180-day period across the Schengen Area. ETIAS is irrelevant for Russian passport holders because it applies only to visa-exempt nationalities. Note the Entry/Exit System (EES) began phased rollout from 12 October 2025 with full implementation by 10 April 2026, meaning biometric border registration on arrival.
