Russian ordinary passport holders need a Schengen visa for Lithuania, but Lithuania has suspended issuing short-stay tourist visas to Russian citizens since September 2022. In practice, tourist travel is not possible; only narrow humanitarian or immediate-family exceptions apply. Lithuania is a full member of the Schengen area, so a Russian (RU) ordinary passport holder normally requires a Schengen Type C short-stay visa, which permits stays of up to 90 days within any 180-day period across the whole Schengen zone. However, since 19 September 2022 Lithuania has maintained a national suspension on issuing Schengen visas to Russian citizens for tourism. The acceptance of tourist visa applications is suspended, and only very limited exceptions are processed: humanitarian cases and applicants with immediate family ties to EU/Lithuanian citizens. These restrictions have been repeatedly prolonged and remain in force at least until 2 May 2026. At EU level, multiple-entry visas for Russian nationals were abolished effective 7 November 2025, meaning a fresh visa is required for each trip even where issuance is possible. The standard Schengen visa fee is EUR 90 for adults. ETIAS does not apply to Russian citizens because they are visa-nationals (ETIAS is only for visa-exempt travellers). Because tourist visa issuance is effectively closed for ordinary Russian tourists, the practical and conservative verdict is visa-required, with tourism not currently available through any open channel. A Russian tourist cannot realistically obtain a Lithuanian tourist visa at this time and should not plan tourist travel to Lithuania.
