Russian passport holders need a visa for Liberia. The recommended route is Liberia's Electronic Visa on Arrival (e-VOA), launched 11 March 2025: apply and pay online before travel, then collect the visa sticker and give biometrics at Monrovia-Roberts International Airport. A Russia (ordinary passport) holder cannot enter Liberia visa-free for tourism. Since 11 March 2025, the Liberia Immigration Service (LIS) operates an Electronic Visa on Arrival (e-VOA) system at https://visaonarrival.lis.gov.lr. Travelers complete an online application, upload their passport, photo and onward ticket, and pay a non-refundable US$102.50 fee before departure. Approval (typically within a few days, often quick) produces a QR-code confirmation that is valid for entry within 3 months. On arrival at Monrovia-Roberts International Airport, immigration officers collect biometric data (fingerprints and facial recognition) and affix the single-entry visa for a stay of 30 or 90 days as chosen by the traveler. Russia is NOT on Liberia's list of ~23 countries with Liberian embassies that are required to apply through a diplomatic mission, and is NOT an ECOWAS visa-exempt state, so the e-VOA portal is the applicable channel. A traditional tourist visa can alternatively be obtained through the Liberian consulate in Moscow. A yellow fever vaccination certificate is mandatory for entry. Passport must be valid for at least six months beyond the intended stay. Verify the current rules on the official LIS portal before booking, as the e-VOA program is new and details can change.
